Good news for everyone who plans to scrap their car
or motorbike and devote to public transport or more eco-sustainable means, in the short term
in fact what is established by the Budget Law 2020
through Climate Decree signed by Minister Sergio Costa: it's called Mobility Voucher and it provides
up to € 1,500 for the purchase of a bicycle, also e-Bike,
or to be spent to cover costs related to the use of public transport.
Precisely Article 2 of this decree provides that by December 31, 2021
whoever scraps a car of Euro 3 class or lower, will receive a voucher of
maximum value of € 1,500, or the scrapping of a motorbike or moped up to
Euro 2 class, or Euro 3 class if equipped with a two stroke engine, a maximum coupon of
€ 500.
The application procedure will take place via a dedicated online portal, which should
be active within a few weeks, the service is reserved for citizens
city residents in environmental infringement proceedings, in the areas
subways and cities with over 50,000 inhabitants, for regions of Campania,
Lazio, Liguria, Lombardy,
Piedmont, Puglia, Sicily, Tuscany, Umbria is
Veneto.
The sum will be made available through a virtual voucher to spend
at the dealers who will join the initiative, a bit as already seen with the
Teacher Bonus and Culture Bonus, and can be used within three years from
its achievement.

Euro 3 or motorcycles approved up to class Euro 2 and Euro 3 for two
times, it is recognized, within the spending limit referred to in the first period e
until resources are exhausted, a "mobility voucher" equal to
€ 1,500 for each car and € 500 for each motorcycle
scrapped to be used, within the following three years, for
the purchase, also for cohabiting people, of season tickets
to local and regional public transport, as well as bicycles
pedal assisted " reports Art. 2 of the Budget Law.
As we read in the text, these bonuses will be given for each vehicle
rottamano until the total funds allocated over the years are reached:
- 5 million euros for the year 2019
- 70 million euros for the year 2020
- 70 million euros for the year 2021
- 55 million euros for the year 2022
- 45 million euros for the year 2023
- 10 million euros for the year 2024
These amounts will be guaranteed by the saved CO2 emission quotas
calculated and bestowed by GSE (Gestore dei Services ISenergy outputs)
and can be used even by people living together effective
owner of the scrapped vehicle e divided among several services, for example
€ 1,000 for the purchase of an e-bike and € 500 for public transport services.
