Putin instructed not to raise fees for cell towers at state facilities

MOSCOW, September 5 – PRIME. Russian President Vladimir Putin instructed the government to introduce a moratorium until 2024 on raising fees for the use of cell towers by telecom operators located on the territory of state and municipal authorities. The corresponding order is posted on the Kremlin website.

“… The introduction until 2024 of a moratorium on increasing fees for the use of state and municipal property by telecom operators to accommodate telecommunications equipment,” the document says.

As specified, appropriate changes must be made to the law “On Communications”. According to the instructions, the State Duma will take part in the work on the speedy adoption of the amendments.

In addition, the authorities will be required to coordinate with the Ministry of Digital Transformation the requirements for telecom operators to dismantle equipment located at state facilities.

The issue of towers arose after a ban was introduced into the sanitary and epidemiological rules on the placement of mobile cellular communication base stations on the territory of formation organizations. Cellular operators turned to the government for help as schools began to break lease agreements.

The Ministry of Digital Development, in turn, supported operators and advocated a moratorium on the dismantling of base stations located on the territory of educational institutions.
