As we have said, there are no miracles here, not even great tricks to optimize at zero cost, but we can give some simple guidelines to remarkably improve the infernal sound that they can do according to which PCs.
All the fans that we have in the PC, if this is moderately current, should include either a three-pin connector or PWM. As soon as our motherboard is simply decent, it will allow intelligent RPM management through its UEFI / BIOS.
This is important, since a correct profile that increases the revolutions according to the temperature will save us a lot of noise, especially in idle. If instead, our fans are powered by molex, the ideal would be to choose to change them to improve both the loudness and its control.

In air cooling, a correct movement of the interior air of the chassis is necessary. Each PC is a world, so the fixed rules are not generally applicable in this section, but we do have to take into account one thing that applies to everything: it is not valid to just introduce "cold air" to the components, but that it is necessary to remove the hot air they generate as quickly as possible.
Obvious? It can, but now look at your PC, does it really evacuate hot air at the same rate as it introduces cooler air? Optimizing flow is vital and perhaps can be improved with minimal or even no expense on fans, just by changing the direction of movement of certain fans.
Optimization here is key and we may gain a lot with little, since better temperature in the components implies less loudness in their heatsinks and fans.
