By the end of the year, the Federal Service for Intellectual Property (Rospatent) will summarize the results of testing projects based on the blockchain and plans to begin their deployment in 2020.
This was announced by the head of Rospatent Grigory Ivliev in an interview with RIA Novosti before the start of the international forum “Open Innovations”, which will be held from October 21 to 23 in Moscow. It is reported that at the beginning of this year, the agency launched pilot projects based on the blockchain, for example, the development of a filing system for intellectual property from the blockchain network as one of the electronic filing channels.
As Ivliev noted, the results of the projects will be summed up by the end of the year, and “by December-January there will be a clear picture of what has been done.” The head of Rospatent notes that among the main tasks Rospatent faces in the field of blockchain is “creating an online registration system for transferring rights, an automated search system for experts, automating formal examination, creating a new convenient service for submitting electronic applications, and a number of such tasks”. Ivliev also said:
“In 2020, a trial operation phase is planned, when all solutions will be systemic.”
Rospatent also plans to launch two digital platforms next year. According to the head of the department, one of them will be external – for information search, and the second internal – for registration. Outsourcing organizations will have access to an internal platform, along with ministries, departments and major state corporations. It is planned that all communication between the participants will be carried out electronically.
At the beginning of this year, Rospatent reported
on the implementation of three blockchain projects in 2018. Recall that in the spring of 2018, Ivliev announced that he sees the prospects of the blockchain for the protection of intellectual property rights.
