It follows from the document that under the conditions of import substitution and sanctions, the purchase of domestic software has become “the most significant” in the cost structure of government agencies and government agencies.
“Taking into account “changes in external conditions, software market conditions and regulatory regulation in the field of IT”, state-owned companies provisionally provide for a 3.4-fold increase in costs for Russian software by 2024 compared to the period 2019–2021. This, according to the forecast of the Ministry of Digital Development, should lead to an increase in the share of spending on Russian solutions up to 80% of the total spending of state-owned companies on IT,” the newspaper writes.

In early June, Deputy Head of the Ministry of Digital Transformation of the Russian Federation Maxim Parshin said that the ministry was discussing changes to the methodological recommendations for the digital transformation of state-owned companies, in particular, it was proposed to fix the increase in total spending on domestic software up to 80%. Moreover, 70% of such software must be purchased from external developers, and only 30% can be developed within the state-owned company, the deputy minister specified.
