Mintsifry proposed to improve state information systems

MOSCOW, 12 Oct — PRIME. The Ministry of Digital Development of the Russian Federation proposes to improve the procedure for the creation, development and operation of state information systems (GIS), including providing the possibility of creating such systems in parts, the corresponding draft government decree is published on the official portal of legal acts.

“Changes that are being made to the Decree of the Government of the Russian Federation of July 6, 2015 No. 676 “On the requirements for the procedure for the creation, development, commissioning, operation and decommissioning of state information systems and the further storage of information contained in their databases” … For to reduce the time for creating state information systems, it is proposed to legally fix the possibility of creating state information systems in parts (queues),” the explanatory note to the draft resolution says.

It is clarified that the concept of creating a GIS should include a description of all the stages of its creation. At the same time, the changes will make it possible to carry out activities for the development of the previous stages of the system during the creation of each subsequent stage of the system. In addition, changes are proposed to allow for an iterative approach to GIS development.

The project also defines the functions and basic principles of the functioning of the GosTech platform, the composition of participants, their powers, the procedure for including suppliers and digital products, as well as the general requirements for protecting information of state information systems on the GosTech platform.

“The draft resolution was developed in order to improve the procedure for the creation, development and operation of state information systems in accordance with the technological process and the use of digital products of the GosTech platform, which ensure the creation, development and operation of state information systems,” the explanatory note says.

GosTech is a platform on which you can create government digital services and information systems. According to the Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, it is the most secure, including due to import substitution of all basic components. All of its instruments are certified by the Federal Service for Technical and Export Control (FSTEC). The Deputy Prime Minister previously stated that the Russian government intends to transfer all state information systems (GIS) to the GosTech platform by 2024, 150 of them will be transferred on a priority basis.
