Russia to increase electricity tariffs

MOSCOW, 28 Sep — PRIME. Indexation of electricity tariffs for the population on average in the Russian Federation from July 1, 2024 will be 6%, from July 1, 2025 – 5%, according to the socio-economic development forecast of the Ministry of Economic Development of the Russian Federation for 2023-2025.

“The size of indexation of electricity tariffs for the population on average in the Russian Federation from December 1, 2022 will be 9%, from July 1, 2024 – 6% and from July 1, 2025 – 5%,” the forecast says.

Earlier, the Ministry of Economic Development reported that the Russian government decided to postpone the indexation of housing and communal services tariffs for the population from July 1, 2023 to December 1, 2022, the next one will be only July 1, 2024.

Network tariffs for electricity transmission in Russia from July 2024 may increase by 6%, from July 1, 2025 – by 5%, the same source says. “In order to compensate grid companies for the inflationary growth of costs in 2022, the growth of regulated tariffs of grid organizations for all categories of consumers on average across the country from December 1, 2022 is estimated at 9%, from July 1, 2024 – at the level of 6%, from July 1 2025 – at the level of 5%,” the forecast explains.

Taking into account the projected indexation of gas prices and electricity tariffs for the population, the change in the total payment of citizens for utilities from December 1, 2022 on average in the country is estimated at 9%, from July 1, 2024 – 6.3% and from July 1 2025 – 5.3%. At the same time, in accordance with the current legislation for individual municipalities, the amount of indexation may exceed the established index.

In order to provide social support to the population, the constituent entities of the Russian Federation will have to fully use the existing mechanism for allocating targeted subsidies to low-income citizens (with a share of expenditures on housing and communal services above the established regional standards), first of all, simplify the procedure for obtaining subsidies, make it more transparent, understandable and accessible to citizens, said in the forecast.
