Shulginov urged energy companies to control fuel supply in the Far Eastern Federal District
MOSCOW, 8 Sep — PRIME. The head of the Russian Ministry of Energy, Nikolai Shulginov, instructed the heads of energy companies to keep under personal control the issue of fuel supply to the energy facilities of the Far East in preparation for the autumn-winter period, the press service of the ministry reports.
“I ask the heads of energy companies to keep the issues of creating and maintaining the necessary fuel reserves during the upcoming heating season under constant personal control,” Shulginov instructed at a meeting of the government commission to prepare the power industry entities of the Far Eastern Federal District for the heating season 2022-2023.
RusHydro proposed in the spring to develop a mechanism for quoting the volume of coal supplies by coal mining companies for the needs of thermal generation in the Far Eastern Federal District at affordable prices (equal to fuel prices taken into account in tariff decisions for electricity and heat for 2022). The company noted that as a result of rising prices for thermal coal on the world market, Russian coal mining companies have largely reoriented supplies to export. There was a shortage of coal in the domestic market, which led to a significant increase in prices, in some cases by three to four times, as well as difficulties with delivery.
The day before, Shulginov told the WEF that the idea of a quota mechanism for coal supplies turned out to be a “difficult topic” and did not receive support. He recalled that the launch of exchange trading in coal is currently at the final stage.
