Some apps and even some Settings pages may no longer launch on Windows 11 devices after recent app updates. Updates for applications such as Snipping Tool, caused the problem on Windows 11 devices. Microsoft confirms the problem on the official list of known issues for Windows 11.

Devices running Windows 11 S mode are likely to be affected according to Microsoft, but the problem is not limited to those devices.

According to the bug list and reports, the listed apps and Settings page will no longer load or open when selected. The affected apps are the Snipping Tool, Touch Keyboard, Voice Typing, Emoji Panel, and Input Method Editor. Also, the Accounts page and the Settings app home page will no longer open, but only in Windows 11 S mode.

To find out if you are affected, try starting the Snipping Tool via Start. If the application is opened, the problem does not affect the device.

Microsoft lists the following applications and configuration pages as affected on the known issues page:

  • Cropping tool
  • Accounts page and landing page in Settings app (S mode only)
  • Touch keyboard, voice typing and emoji panel
  • Input Method Editor User Interface (IME UI)
  • First steps and tips

The problem is caused by an expired digital certificate according to Microsoft. The recently released optional update for Windows 11, KB5006746, partially addresses the issue. Solve the problem of the following items:

  • Touch keyboard, voice typing and emoji panel
  • Input Method Editor User Interface (IME UI)
  • First steps and tips

A workaround is also available, which involves changing the system date to October 31, 2021. The apps and configuration pages load without issue in that case. Windows 11 users using Snipping Tool may want to use a third-party screen capture tool, at least in the meantime until the issue is resolved. A good option is PicPick, which we have reviewed in the past here on the site.

Microsoft notes that engineers are still working on a resolution and that it will update the support page once it has found a solution to the problem.
